Dr. Takuma Kato is a physician and public health expert with experience in health policy, global health, and clinical practice. He serves as Counselor at the Permanent Mission of Japan to the United Nations on secondment from the Ministry of Health, Labor, and Welfare. Previously, at Japan's Ministry of Health, Labor and Welfare, he promoted medical education reform, telemedicine guidelines, work style reform, and public health insurance fee schedule. Dr. Kato also played a key role in Japan's response and management of inpatient systems and infection control during the COVID-19 outbreak. His international contributions include health system coordination in Myanmar, national HIV management system in Zambia, and involvement in global health forums such as WHO and ASEAN. Dr. Kato received his MD and PhD from Keio University and his MPH from Mahidol University.
